Part of the problem is the fact that we very rarely have
citizen-politicians as envisioned by the founders.  We have professional
politicians that have no incentive to reduce laws or expenditures. Their
livelihood depends on increasing the bureaucracy.  We have politicians
that have gained enormous power -  both influence and money - due to
lifetime careers in politics.  Especially at the Federal level.  Unless
there is a constitutional way of limiting their terms and preventing the
aggregation of power, I don't think it would be possible to get a
'sunset' law through.

I think there's a better way to hamstring congress.  Sunset
clauses on EVERY law.  If they think the law is worth keeping,
they have to vote it in again every decade.  See how quickly
the pissant laws fall by the wayside ...
