For that matter, should creating a derivative work for personal enjoyment be
illegal? Say a translator wanted to hone his skills by translating a work,
for which they wouldn't be able to obtain authorisation from the copyright
holder, without distributing the result of his efforts. Should the law
prevent him from doing so?
